Overview - Housing Governance: The Regulatory Framework for Arms Length Management Organisations (ALMOs)

For the period 2002 – 2011, a total of £6.1 billion has been or will be committed to improving the housing managed by ALMOs. ALMOs are subject to extensive monitoring, inspection and regulation from the Local Authority who own the housing stock, as well as government sponsored agencies and organisations concerned with their activities, services and products.

On completing the module learners will be able to: -

  • Explain the regulatory framework for ALMOs.
  • Be able to explain the role of the Tenants Services Authority (TSA) in regulating social housing providers.
  • Be able to explain the importance of ‘Best Value’ for social housing providers.


Please note: This module was updated March 2011 and will be reviewed regularly to ensure it continues to provide an accurate portrayal of current housing legislation and regulation.
