Virtual College Signs Master Services Agreement with Capita Learning
We are delighted to announce that Virtual College has formally entered into a Master Services Agreement (MSA) with Capita Learning, establishing a compliant route for the future delivery of learning and development services to Capita and its clients.
The agreement was executed in December 2023, confirming Virtual College’s successful registration as an approved supplier under Capita Learning’s procurement framework.
What the MSA Means
The MSA sets the commercial and contractual framework that governs future “call-off” assignments awarded by Capita Learning, enabling Virtual College to be engaged quickly and compliantly whenever services are required. Through this agreement we can support:
- Digital learning content development
- Bespoke training solutions
- Specialist subject-matter programmes
- Blended and online delivery
- Scalable L&D support for Capita’s client network
This helps Capita to access quality-assured learning provision without the need to procure each project individually.

A Strategic Collaboration
By securing a place under the MSA, Virtual College has demonstrated the governance, compliance and technical capability required by Capita and its managed service clients. The MSA includes supporting documentation such as the RM3822 MoD flow-down addendum, evidencing the framework’s alignment to public sector assurance and security requirements.
