Supporting Public Sector Digital, Learning and Inclusion Through Crown Commercial Service Frameworks
Virtual College by Netex is proud to support public sector organisations through a suite of Crown Commercial Service (CCS) frameworks and Dynamic Purchasing Systems. Together, these agreements provide compliant, flexible and outcome-focused routes to market—enabling organisations to procure digital services, learning solutions and inclusion support with confidence.
By operating across multiple CCS frameworks, Virtual College is able to respond to a wide range of public sector needs while maintaining the highest standards of governance, quality and delivery.
Digital Outcomes 6 (DOS 6 – RM1043.8)
Under the Digital Outcomes 6 framework, Virtual College is appointed to Lot 1 – Digital Outcomes, enabling us to design and deliver bespoke digital products and services using agile methodologies.
Through this framework, public sector organisations can commission teams of one or more digital specialists to deliver clearly defined, outcome-based pieces of work. This approach supports rapid delivery, continuous improvement and user-centred design, while ensuring full compliance with government procurement requirements.
Low Value Purchasing System (LVPS – RM6237)
The Low Value Purchasing System provides a simple and efficient way for public sector organisations to procure Virtual College products and services for contracts below threshold.
Open to all public sector bodies, the LVPS supports:
- Contracts up to £139,000 for central government
- Contracts up to £214,000 for wider public sector organisations
With dynamic filtering and the option of direct award or mini-competition, the LVPS enables faster procurement with reduced administrative burden—ideal for time-sensitive or lower-value requirements.
Digital Inclusion and Support DPS (RM6209)
The Digital Inclusion and Support DPS enables public sector organisations to help individuals access and use government digital services effectively.
Virtual College delivers support through two complementary service models:
- Assisted Digital – supporting individuals who cannot access digital services independently, including help with finding information and completing online transactions
- Digital Inclusion – building essential digital skills so individuals can use services independently and confidently
This framework supports inclusive service delivery while addressing digital exclusion and long-term skills gaps.
Learning and Training Services DPS (RM6219)
Through the Learning and Training Services DPS, Virtual College provides a broad range of training and education solutions for UK public sector bodies.
Provision spans all four core service types:
- Standard off-the-shelf training
- Bespoke training solutions
- Learning technologies
- Education services
This flexibility enables organisations to commission training that aligns with workforce development priorities, regulatory requirements and learner needs—at scale and with assurance.
