Virtual College Joins Warwickshire County Council’s Employability & Skills DPS

Virtual College Limited has formally entered into a Dynamic Purchasing System (DPS) Supply of Services Agreement with Warwickshire County Council, strengthening its position as an approved provider of employability and skills services across the county.

This agreement enables Virtual College to compete for and deliver commissioned services under DPS number WCC-18894, established in line with the Public Contracts Regulations 2015.

What is the DPS and Why It Matters?

A Dynamic Purchasing System is a flexible procurement mechanism used by public authorities to source services over time. Unlike a traditional framework, a DPS remains open to new providers and allows the Authority to run call-off competitions as needs arise.

For Virtual College, inclusion on this DPS means:

  • Eligibility to bid for future service contracts issued by Warwickshire County Council
  • Access to a transparent, competitive route to market
  • The ability to respond to emerging employability, skills, and workforce priorities

Importantly, the DPS itself does not guarantee work or funding. Individual opportunities are awarded through call-off processes such as mini-competitions or e-auctions.

Scope of Services: Eight DPS Lots

The agreement covers a broad range of employability and skills provision, structured across eight Lots, including:

  • Careers advice and guidance
  • Employment support and employability activity
  • Supported employment for individuals with disabilities or learning difficulties
  • Apprenticeships (pre, during, and post-apprenticeship support)
  • Support for young people transitioning into work or learning
  • Adult education and lifelong learning
  • Future skills, including green skills, Net Zero roles, and automation
  • Other bespoke employability and skills services

This structure allows the Council to target provision precisely while enabling providers like Virtual College to focus on areas aligned with their expertise.

Each service contract awarded under the DPS incorporates detailed schedules covering pricing, KPIs, service scope, and data processing requirements.
